The United Nations Development Programme (UNDP) has released a report titled New Tech, New Partners: Transforming development in the digital era which presents a framework for leveraging blockchain technology to improve public systems. This report showcases over 40 pilot projects globally that utilize blockchain for enhancing transparency, speed, and accountability in various public services ranging from social safety nets to climate finance.

The UNDP employs a pipeline model which fosters partnerships between governments, blockchain startups, and local businesses to tackle public sector challenges. This initiative enables institutions to experiment with innovative tools on a small scale, focusing on specific issues like inadequate payment infrastructures.

UNDP regards blockchain as a trusted ledger that enhances coordination and verification across diverse entities, yet acknowledges that its benefits can be compromised by poor governance and inadequate designs, leading to risks such as smart contract failures. The report concludes that while blockchain technology has potential, it must be integrated with careful oversight and solid institutional frameworks.

Central to UNDP’s strategy is a commitment to platform-neutral approaches, ensuring that no single entity creates dependency, thus fostering an open, interoperable digital infrastructure.

The report provides numerous instances of blockchain applications in enhancing institutional efficiency across more than 40 countries, including the use of cryptocurrency wallets for informal payments and eco-credit systems. This demonstrates how digital innovations can aid service delivery in developing regions where resources may be scarce.
