Ljubljana Named as the World's Most Crypto-Friendly City by Multipolitan

The Slovenian capital, Ljubljana, has earned the title of the most crypto-friendly city globally, according to Multipolitan's latest report.

Ljubljana, the capital of Slovenia, has been acknowledged as the most crypto-friendly city worldwide by the migration consultancy firm Multipolitan in its 2025 Crypto Report. The city claimed the leading position in the Crypto-Friendly Cities Index, outpacing major cities like Hong Kong and Zurich, which tied for second place.

The evaluation encompassed 20 cities and centered on crucial factors such as the regulatory climate, tax structures, digital infrastructure, and overall lifestyle attributes.

Multipolitan highlighted that metrics such as licensing systems, capital gains tax rates, and internet speed were pivotal in their analysis. The presence of crypto ATMs and robust retail acceptance also significantly influenced the rankings, illustrating the deep entrenchment of cryptocurrency culture in each city.

Other notable rankings included Singapore and Abu Dhabi, which came in fourth and fifth place, respectively, due to their encouraging tax frameworks and proactive regulations aimed at luring blockchain enterprises.

The United States had a minor representation on the list, with Madison, Wisconsin being the only American city, sharing the 11th position with Riga, Doha, and Riyadh. Slovenia further excelled in the Crypto Wealth Concentration Index, where the average Slovenian crypto holder reportedly possesses around $240,500 in digital assets.

Last week, Slovenia’s Ministry of Finance proposed a 25% tax on personal gains from cryptocurrency transactions, which is scheduled to take effect on January 1, 2026, pending approval. This legislation aims to create equity in crypto taxation comparable to traditional investments, while crypto-to-crypto exchanges and wallet transfers would not be taxed.
